I would like to express my deep gratitude to H.E. Moussa Faki Mahamat, Chairperson of the AU Commission, to whom I owe this exceptional opportunity. I measure the weight of the trust placed in me by the AU, for this position which is a new one within the institution. It is for me a great honor to serve the African continent and the cause of human rights.

 In light of the AU's determination to maintain peace and stability with emphasis on the promotion of good governance and human and peoples’ rights on the African continent, and while recognizing the political, logistical or operational challenges that I may face, I am humbled but eager to contribute, with the support of the AU Department of Political Affairs, Peace and Security. Background:       

The Preparatory Meeting is an AU-IGAD joint initiative, aims to establish the appropriate atmosphere for dialogue between the Sudanese stakeholders to achieve consensus on the resolution of the conflict in Sudan transition to a democratic civilian rule, provide the opportunity for the political forces to define their overall vision for peace and security in the Sudan. The African Union and the Intergovernmental Authority on Development (IGAD) through the AU High-Level Panel on Sudan (HLP-Sudan) and the IGAD Special Envoy for Sudan, are facilitating this preparatory process based on the principles of inclusiveness, reconciliation, and extensive dialogue towards inquiring about the wishes of the Sudanese people themselves about the future of their country. The meeting is anchored on building a unified platform, an inclusive approach and Sudanese ownership. Key focus areas include defining participation criteria; contributing to agenda-setting for the Political Dialogue; determining the possible dates and venue for launching the Political process; and the role of the international community.

Adopted by the Peace and Security Council (PSC) of the African Union (AU) at its 1218th meeting, held at the level of Heads of State and Government, on 21 June 2024, on Consideration of the Situation in Sudan.

The Peace and Security Council,

Recalling its previous decisions and pronouncements on the situation in Sudan, in particular, Communiques[PSC/MIN/COMM.1185 (2023)] adopted at its 1185th  meeting held on 15 November 2023; [PSC/HoSG/COMM.1156 (2023)], adopted by the PSC at its 1156th meeting held at the level of Heads of State and Government on 27 May 2023; [PSC/PR/COMM.1149 (2023)] adopted at its 1149th meeting held on 16 April 2023; and Press Statements[PSC/PR/BR.1213 (2024)] adopted at its 1213th meeting held on 21 May 2024; and [PSC/PR/BR.1154 (2023)] adopted at its 1154th meeting held on 16 May 2023;

Reaffirming the continued commitment of the AU to respect the sovereignty, territorial integrity, national unity and independence of the Republic of Sudan;

Reiterating its solidarity with the people of Sudan in their legitimate aspiration for the restoration of constitutional order through a democratic, inclusive and civilian-led government;

Noting the opening remarks by H.E. Yoweri Kaguta Museveni, President of the Republic of Uganda and Chairperson of the Peace and Security Council of the African Union (AU) for the month of June 2024, the briefing by H.E. Moussa Faki Mahamat, Chairperson of the AU Commission; the presentation by Dr. Mohamed Ibn Chambas, Chair of the AU High-Level Panel on Sudan and the statement presented on behalf of H.E. Adopted by the Peace and Security Council (PSC) of the African Union (AU) at its 1217th meeting held on 20 June 2024 on the Report of the African Union Commission on the Joint Strategic Assessment for the Post-ATMIS Security Arrangement for an AU-Led Mission in Somalia.

The Peace and Security Council,

Recalling all its previous decisions and pronouncements on the situation in Somalia and ATMIS, particularly Communique [PSC/PR/COMM.1205 (2024)], adopted at its 1205th meeting held on 3 April 2024; and communique [PSC/PR/COMM.1068 (2022)], adopted at its 1068th meeting held on 8 March 2022 on the reconfiguration of the AU Mission in Somalia (AMISOM) into AU Transition Mission in Somalia (ATMIS); and also recalling UN Security Council Resolutions 2628 (2022) which authorized the reconfiguration of AMISOM into ATMIS and Resolution 2710 (2023) which authorized the AU Member States to deploy up to 17626 uniformed personnel to ATMIS till 31 December 2023;

Reaffirming its strong commitment and support for preserving the unity, territorial integrity, independence, and sovereignty of the Federal Republic of Somalia.

Reiterating the AU's solidarity with the people and the Federal Government of Somalia in their aspirations for durable peace, security, stability, and prosperity, which will benefit the Horn of Africa region and the Continent as a whole;

Noting the opening remarks by H.E. <![CDATA[Joint Planning Retreat on the Next Phase of the European Union (EU) Support Programme: 11 -12 June 2024]]>/en/article/joint-planning-retreat-on-the-next-phase-of-the-european-union-eu-support-programme-11-12-june-2024The African Union Commission held a hybrid Joint Planning retreat with the Regional Economic Communities (RECs), Regional Mechanisms (RMs) and the European Union (EU) in Nairobi, Kenya, 11-12 June 2024.

The purpose of the meeting was to agree on strategic and programme priorities for the next phase of the EU Programme, determine working modalities as well as roles and responsibilities and develop an action plan for transitioning into the next phase of the Programme.

In his opening remarks, Ambassador Fredric Gateretse-Ngoga, representing Ambassador Bankole Adeoye, AU Commissioner for Political Affairs, Peace and Security (PAPS), recalled the principles that underpinned the AU-EU Summit in February 2022 focusing on the importance of respect and shared values, mutual accountability, partnership for prosperity, partnership for stability, and forming an arc of peace in the world. He further suggested that the next phase of the EU programme should focus on agreeing on priorities, formulating implementation arrangements, and identifying capacity needs.

It is a day that shines a spotlight on the African Union Border Programme (AUBP), a testament to our shared commitment and urging all stakeholders to intensify their dedication to its successful implementation.

Since 2007, the AUBP has been the cornerstone of our collective endeavour to transform our borders from barriers into bridges of solidarity. This transformation is not just pivotal, but crucial in pre-empting conflicts, fostering regional cohesion, and propelling continental integration forward. We should leverage our Member States and Regional Economic Communities (RECs), to transform our borders into arenas of peaceful dialogue and constructive engagement. Our borders should not be subjects of contention but rather bedrocks for policy implementation, as encapsulated in the African Union Convention on Cross-Border Cooperation (Niamey Convention) and the African Union Strategy for Border Governance.

The meeting, held on 5 June 2024, was preceded by a Meeting of Experts and the 19th meeting of Chiefs of Defense Staff and Heads of Safety and Security Services on 3 and 4 June 2024, respectively. It brought together delegates from forty (40) AU Member States and representatives from Regional Economic Communities and Regional Mechanisms, which included the East Africa Standby Force Secretariat (EASF), the Commission of the Economic Community of West African States (ECOWAS), North African Regional Capability Secretariat (NARC), Southern African Development Community Secretariat (SADC), the Arab Maghreb Union (UMA) and the Common Market for Eastern and Southern Africa Secretariat (COMESA) were also in attendance.
